The need for boiler room licensing
A license for a gas boiler house will be required in the following cases:
- If natural gas is used to operate the boiler room and the pressure in the gas pipelines as part of the hazardous production facility is more than 0.005 MPa.
- If the facility uses equipment that operates under excess pressure (from 1.6 MPa) and the temperature of the working environment is more than 115 °C (for example, steam boilers).
- If the enterprise has at least 20 thousand tons of reserve fuel, which is included in the group of flammable liquids.
- In the case of providing heat to the population and individual socially important consumers.
Licensing of gas boiler houses with hazard class 4 is not required.
Obtaining a license to operate a boiler room

When did you need a license to operate a gas boiler house?
The licensing procedure became necessary in 1997. Then 116-FZ was developed. This law states: organizations using hazardous production facilities are required to obtain licenses for the operation of boiler houses that belong to such facilities. Since that time, laws in this area have changed significantly. The license for the operation of a hazardous production facility with a gas boiler house became unlimited; in addition, it also included permission to use production facilities that pose a chemical hazard. Also, objects began to be divided into types of danger. Do you need a license to operate a boiler room? The need for a permit is determined by a number of factors. These include: the instruments used or components stored on site. Whether a license is needed to operate a gas boiler room depends on whether the following are used there:
- devices that operate under conditions of excess pressure: from 1.6 MPa and above, or at an operating temperature of 250 C.
- A supply of combustible fuel (from 1000 tons) is stored at the facility.
- fuel for the boiler room: natural gas.
- The boiler room is used for the needs of the population and socially significant categories.
Features of obtaining a license
Obtaining a license to operate a boiler room should begin when an application has been drawn up, according to the established example, and a package of papers necessary for licensing has been prepared. The duration of consideration of documents is approximately three days, the commission decides whether the completeness of the documents is satisfactory. If the composition of the submitted papers does not correspond to the official list of documents, the licensee is sent a letter asking the commission to eliminate the comments. After checking the list of papers is completed, the documents are checked to see if they meet the requirements. They are reviewed by an inspector who will conduct an on-site licensing inspection. The licensee will be notified about it in advance. Remember that operating a boiler room without a license is impossible. Such a violation is fraught with heavy fines, as well as other administrative measures.

Requirements for licensees

Requirements for licensees:
- Availability of a package of documentation confirming the successful commissioning of the boiler room. These include: registration certificate of the hazardous production facility, inspection report by Rostechnadzor with the signature of the inspector, equipment passport.
- The applicant has the technical equipment and consumables necessary to carry out the licensed work. In this case, capital construction projects must be the property of the enterprise or be under long-term lease.
- The enterprise must organize a system for monitoring employees to ensure their compliance with industrial safety standards. Each employee must undergo regular certification of their knowledge of safety regulations.
Additionally, the licensee submits a contractual agreement with the rescue organization and a document confirming the availability of financial reserves for the rapid localization of emergency situations and liquidation of consequences.

- the position of industrial control of the enterprise;
- a list of all control, automation and monitoring devices for equipment operation;
- a copy of the contractual agreement on cooperation between the enterprise and ASF;
- certificates of workers granting them the right to operate and maintain boiler equipment and gas boilers;
- copies of insurance contracts for employees of public production organizations.
Permission for admission to operation of TPP
Obtaining an admission permit, as well as the operating rules for power plants, apply to all thermal power plants (boiler houses, heating networks, heat consumption systems) regardless of their power (heat load).

Step-by-step plan for registration in Rostekhnadzor
Applications for licensing a gas boiler house are reviewed by the Federal Technical Supervision Service.
The action plan includes the following steps:
- Preparation of the established package of documents. The applicant fills out a sample application form, makes copies of contractual agreements for the operation of the facility, and takes out the necessary insurance. All copies of documents must be certified by a notary office. The completed application, along with other documents, is submitted to the Rostechnadzor department, which is located in the region of registration of the licensed organization.
- Verification by Rostechnadzor employees of the documents submitted by the applicant, which takes up to 3 working days. The inspector checks the authenticity of the documents and the information provided in them. If doubts arise regarding the enterprise's compliance with established technical standards and safety requirements, the inspector is authorized to conduct an on-site inspection of the boiler room, having notified the facility management in advance by registered mail.
- Issuance of a permit to the applicant to operate the enterprise. If, after an inspection by a Rostekhnadzor inspector, no violations are identified, the enterprise is issued a license. If there are any comments, the applicant is sent a letter with a refusal and a list of shortcomings that need to be corrected in the near future.
The entire paperwork procedure from checking the property to issuing a permit takes up to 45 days. After correcting the identified deficiencies, the application can be submitted again. The number of attempts is not provided by law.
Renewal and renewal of license
Re-issuance of a license for the operation and maintenance of a gas boiler house is carried out according to the same algorithm as the initial registration of the permit. The licensee submits to Rostekhnadzor an application for a license and documents to which changes have been made. In this case, the applicant is obliged to pay state tax in the amount of 3.5 thousand rubles.
According to the current Russian legislation (No. 99-FZ), the license certificate is unlimited and does not require renewal.
Suspension and Termination
A license issued to an enterprise by the Rostechnadzor department may be canceled or suspended for the following reasons:
- in case of violation of licensing requirements and bringing the licensee to administrative liability;
- if the legal deficiencies and technical malfunctions identified by the Rostechnadzor inspector during the next inspection were not eliminated on time;
- during the reorganization of a legal entity or liquidation (termination of working activities) of an enterprise.
The license status is determined by a commission authorized by the Federal Supervisory Authority.
